can apple make safari for windows again

It is very possible they could, but they aren't. If you would like to see any feature requests, you need to let Apple know by using their feedback link here, http://www.apple.com/feedback

Why? Safari never worked well on Windows and there are several alternative browsers available for Windows. Is there something specific about Safari that is not available in other browsers? If you let us know what it is that you need maybe we can help you find a way to accomplish the same thing with another browser.
